What is a Community Development District (CDD)?
A Community Development District (CDD) is a local unit of special-purpose government which is created to provide and manage essential services and facilities for community developments (such as road maintenance, storm water management, landscape improvements and street lighting) and to provide a timely, efficient, effective, responsive and economic means for the supply of those services and facilities. It is created pursuant to Chapter 190, Florida Statutes.

Why does On Top of the World have CDDs and other communities don’t?
As public entities, the CDDs at On Top of the World exist solely to ensure that the service levels that help make this community attractive to you are maintained at a reasonable cost. Long-term maintenance, upkeep and operation of basic services and facilities will continue after the developer has built out the project: the Community Development District exists in perpetuity!

Who runs the Community Development Districts?
A five-member Board of Supervisors elected by district landowners based on acreage. Control eventually transitions from the initial landowner to residents.

How much is my annual assessment?
The amount varies based on the neighborhood in which you live but includes –

• A capital assessment - to pay for infrastructure such as roads and storm water systems, and
• An annual operating and maintenance assessment – that pays for ongoing operation and maintenance of services and facilities provided by the CDD.

Do CDDs exist elsewhere in Florida?
Yes! There are 563+ CDDs throughout Florida.
